Senior Monitoring & Evaluation Specialist - Colombia

Andrés is the M&E Specialist in Colombia for the OEF´s Impact, Learning, and Accountability (ILA) department. He supports all activities related to measuring programmatic impact as well as internal learning and accountability processes in the country. Andrés has over 12 years of field-tested experience in designing, implementing, monitoring and evaluating policies and projects on sustainable development, humanitarian action, public-private partnerships and institutional capacity building with public and private sectors in Colombia and Latin America.  Prior to his current position, He worked for the United Nations system (UNDP and WFP), international development agencies (ACDI/VOCA-USAID and British Council), the private sector in Latin América (RedeAmérica: Latin-American Network of Corporate Foundations) and the Government of Colombia (Office of the High Commissioner for Peace).

Andrés holds a B.A. in Political Science from Los Andes University (Colombia) and an M.A. in Public Policy from The University of York (United Kingdom) and the Erasmus Rotterdam University (The Netherlands
