ONN Statement on Evgeny Buzhinskiy’s Removal from Engagement Network

The One Earth Future Foundation is committed to preventing armed conflict and promoting stability. We expect our associates to uphold key principles of international humanitarian law, which protects civilians in wartime. In upholding this commitment and in light of the recent events, Open Nuclear Network, a programme of One Earth Future Foundation, has decided to remove Lieutenant-General (ret.) Evgeny Buzhinskiy from its Engagement Network with immediate effect.

On 6 June 2023, Lieutenant-General Buzhinskiy called for the destruction of the Kyiv hydroelectric power station. He claimed this was necessary to respond to the Ukrainians for the destruction of the Kakhovka hydroelectric power station, which Russia has blamed Ukraine for. Such an attack could release dangerous forces and cause severe losses among the civilian population. What Lieutenant-General Buzhinskiy has publicly called for would constitute a violation of the principles of the law of armed conflict. This position is incompatible with our vision of a peaceful future.

Therefore, and regrettably, ONN is terminating General Buzhinskiy’s membership in the Network. ONN remains committed to its mission of reducing nuclear risks through engagement and dialogue and firmly believes that communication between parties with divergent views becomes even more so important during times of heightened tensions. However, while we respect differing opinions, it is crucial that those associated with our organization, especially our Engagement Network members, demonstrate values that are consistent with our mission.

We want to assure our community that this decision does not reflect on the overall commitment of our Engagement Network, who continue to provide invaluable guidance and expertise. We remain grateful for their dedication and their unwavering support of our vision.
